DEFINITION
Conducts research, planning, development, implementation, administration and evaluation of water conservation program activities for residential, industrial, commercial and municipal customers; conducts studies, analyzes data, prepares reports on a wide variety of technical water efficiency matters and performs a variety of other tasks relative to assigned areas of responsibility, and performs other related work as required. The position will be responsible for public education and outreach activities, providing training to City staff and the general public and responding to inquiries from the public regarding water conservation.

SUPERVISION EXERCISED AND RECEIVED
This position reports directly to the Water Resource Manager. This position does not supervise other employees.

EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES

  • Plans, develops, implements and administers the City’s water conservation projects and programs.
  • Uses data and analysis to help make informed decisions and help streamline the most effective use of resources and efforts.
  • Prepares, analyzes and evaluates proposed water management costs, water consumption figures, and other statistical data and estimates water savings potential.
  • Evaluates and recommends water conservation technologies to support water conservation programs and initiatives.
  • Act as staff lead for the conservation program while working collaboratively with various departments and divisions within the City, including the Sustainability Coordinator and sustainability initiatives.
  • Develop measurement and key performance indicators for the various conservation projects, and provide data-driven analysis for conservation efforts.
  • Conducts interior and exterior water audits by inspecting residential, industrial, commercial and municipal sites for indoor and outdoor water use practices and makes recommendations for improving water use efficiency.
  • Confers with owners and/or their representatives to identify and discuss water conservation opportunities in landscape irrigation and commercial and industrial processes as assigned;
  • Performs a variety of field work as assigned, including performing inspections, representing the City at outreach events, evaluating irrigation systems, and measuring landscaped areas.
  • Answers questions and provides information to the public, investigates complaints and enforces corrective actions as required by Municipal Code and/or City policy to resolve complaints, makes formal presentations to boards, committees, other agencies and consumers.
  • Interprets, analyzes, and applies policies and Municipal Code regarding water use.
  • Serve as conservation expert, meeting with and answer customer inquiries.
  • Prepares clear and concise records, technical reports and correspondence; maintains and researches records and files.
  • Prepares presentations for water conservation workshops and seminars and represents the City in meetings with outside local and regional agencies.
  • Updates City water conservation and drought mitigation plans as required to remain current; prepares scoped of work and manages consultants working on conservation or other water-related plans. Manages program performance in accordance with the conservation and drought mitigation plans.
  • Confers with representatives of the landscape profession, other utility providers, industry associations, and manufacturers and vendors of water devices as necessary to obtain and provide technical information; researches new developments and alternative options for water using fixtures, equipment and processes that have potential application to residential, industrial, commercial and municipal customers.

QUALIFICATIONS
Knowledge of:
Principles, practices and techniques of water conservation.
Principles and practices of landscape maintenance and irrigation systems.
Principles and practices of techniques of data management and analysis.
Current legislation relative to water conservation issues and state-of-the-art programs involving water use and conservation.
Advanced principles, practices and techniques of program and project planning, evaluation and management.
Principles and practices of administration, including budgeting and records maintenance.
Business letter writing and report preparation including proper spelling, grammar, punctuation and technical writing expertise;
Basic knowledge of public utility systems, focusing on federal and state regulations and policies
Advanced computer skills, including previous experience with Microsoft Office, Excel, PowerPoint, Word and Sharepoint. Previous experience with ESRI ArcGIS or CAD a plus.
Ability to:
Organize, plan, implement, administer and evaluate of a wide variety of water conservation program activities.
Read, analyze, and interpret standards and specifications, Municipal Code, regulations and State statutes.
Effectively present information and respond to questions from City Leadership, supervisors, clients, customers, consultants and the general public.
Work with mathematical concepts such as probability and statistical inference.
Define problems, collect data, establish facts, and draw valid conclusions.
Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Drive a City-owned truck, van, or car and safely operate on City business; and
Use computer, telephone, copier, sampling equipment, laboratory equipment and small hand tools.

EDUCATION AND EXPERIENCE

Required:
Bachelor Degree in a related field from an accredited college or university.
Minimum of three years of experience, with knowledge of current water conservation practices and industry trends.
An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.
Preferred:
Possession of as a Certified Landscape Irrigation Auditor (CLIA) certification 1 or Qualified Water Efficient Landscaper (QWEL) certification 1.

PHYSICAL REQUIREMENTS
While performing the duties of this position, the employee is regularly required to walk, stand, sit, kneel or crouch. The employee must frequently lift and/or move up to 25 pounds and have the ability to occasionally lift and/or move up to 100 pounds alone or with assistance, as available. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

SPECIAL REQUIREMENTS
Possession of a valid driver's license with safe driving record.
Bilingual English/Spanish preferred.
Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.
